It's like this loop and the app that is stuck is a navagation app I need for a long drive tomorrow. I've done hard and soft reboots, paused the download, gone back into the App Store, etc.

I had the app on my phone previously but had deleted it because I don't typically drive and needed space for something else. When I tried to reinstall it later I was in bad reception and a lot of things were not working, so I tried again when I was in more reliable reception and still nothing has worked.

I've tried it in cellular and wifi, different networks, etc.
